TOURNAMENT RULES A. GENERAL RULES
1. Applicable Rules & Laws: IGFA rules shall apply to this Jupiter Billfish Tournament (JBT) except where they are inconsistent with these JBT rules that follow, in which case these JBT rules shall apply. The only line that may be used in the JBT is 20 lb manufacture-stated monofilament line. It is the responsibility of each angler to be familiar with these JBT rules and the IGFA rules. All registered anglers must also comply with all applicable Federal and Florida laws regarding fishing licenses, size limits, bag limits,speedlimits, ECT. Any infractions of the applicable rules will disqualify the registered angler (s) and boat from the entire tournament and any disqualified angler (s) will not be entitled to any refund.
2. Bait & Tackle: The only line that may be used in the JBT is 20 lb manufacture-stated monofilament line. Fishing with live bait is permitted. No chumming with whole or cut fish is allowed during tournament fishing hours. Only ground chum may be dispersed from tournament vessels between checkout and the time of lines out (4 PM). Dredges and kites are permitted. For purposes of this JBT, the leader shall not exceed a maximum length of fifteen (15) feet. Competing anglers are required to fish exclusively with JBT endorsed circle hooks when fishing with live or dead bait. Hooks must have no offset. Hooks must not be altered in any manner whatsoever with the exception of sharpening. The only eligible circle hooks are Mustad Ultra Point Demon Circle Fine Wire 39951R, Mustad Ultra Point Demon Circle Fine Wire 39951BLN, Owner Circle Hook S5179/5379, Gamakatsu 2214, and Gamakatsu 2213, Eagle Claw Lazer Sharp L2004EL, Eagle Claw L2004, and VMC 7385BN. Any fish caught on any other hook type is disqualified. Any fish caught on a hook found to have been altered in any manner other than sharpening will be disqualified. Used baits may not be thrown overboard and must be retained until lines out at 4 PM.
3. Boats: Any boats 31 feet and over may be used in the tournament.
4. Maximum Anglers and Lines: Only registered anglers may fish in this tournament. Unregistered anglers may not be substituted for registered anglers. Substitute anglers need to turn in a signed entry form with the substitute angler’s information at the daily checkout. Registration closes at 9:00pm Wednesday January 14th. Boats shall not carry more than six registered anglers during official fishing times. Bait fishing line counts as one of your six lines.
5. Eligible Species: The eligible billfish species in this JBT are sailfish, white marlin, blue marlin, broadbill swordfish, and spearfish. The eligible fun fish species in this JBT are dolphin, wahoo, and kingfish.
6. Hooking Fish: Each eligible fish entered in this JBT must be hooked and caught by a single registered angler only. No person may hook a fish, or assist in hooking a fish in any manner, and then turn the rod with the hooked fish to the registered angler who ultimately enters the fish. This includes mates that are unregistered anglers prospecting baits behind the dredges. If multiple strikes occur on separate lines, and if a single registered angler is capable of hooking and catching more than one of the fish without assistance from any other person, then each of such fish may be eligible for entry by such angler.
7. Radio Channels: VHF channel 82 shall be the primary radio channel during this JBT and VHF channel 78 shall be the alternate channel. The Primary radio channel is reserved for all official JBT announcements and angler reports of hookups and releases as described in Rules 20 & 21. The alternate channel should be used for other discussions. All references to “the radio” throughout these JBT Rules shall refer to the primary radio channel unless notified otherwise by the JBT radio committee. The JBT committee cell phone will be provided on the catch sheets and at the Captain’s Meeting.
8. Daily Checkout: Boats MUST depart and return through either Jupiter or Lake Worth Inlets, no other inlets can be used during the tournament for any reason. Boats may not leave the inlets prior to 7:00am. Boats must return to Castaways Marina or Sailfish Marina to submit official catch sheets to the JBT Committee and/or to weight fun fish at the JBT weigh stations located at Castaways Marina or Sailfish Marina by 6:00PM. No other inlet can be used during the tournament for any reason. If any other inlet is used it will result in disqualification. In case of breakdown, another boat may be substituted only after approval by JBT officials.
9. Official Fishing Time: The official fishing times are Thursday and Friday 8:30AM to 4:00PM GPS time. Official fishing time begins with the JBT official radio announcement broadcast on channel 82 (see rule 7) of “lines in the water” and ends with “lines out of water” announcement broadcast on the radio. All registered anglers on any boat with lines in the water before or after official fishing time, except when fighting a fish that has been reported to the JBT radio committee as described in rules 20 & 21 will automatically be disqualified from the entire tournament.
10. Territorial Limits: The fishing limits of this JBT are the waters between 27° 30.00 North and 26° 15.00 North and no more than twenty-five (25) miles offshore.
11. Weigh-In: The weigh stations will be at Castaways Marina or Sailfish Marina. All boats with fish to be weighed or with release cards to be entered must proceed directly to the weigh stations at the end of official fishing each day. Registered boats must be back to the Castaways Marina or Sailfish Marina to report his or her fish by 6:00PM each day for the fish to count.
12. Bait Fishing: Registered anglers and crew may fish for their own live bait at any time. No chumming with whole or cut fish is allowed from the time of checkout through tournament time of “lines out”.
13. Protests: Registered anglers may protest any fish entered in the tournament. All protest must be delivered in writing to the weigh-master on the day of the protested catch before the end of the weigh-in that afternoon with a $500 check that is refundable if the protest is upheld by the tournament committee. All protest will be considered by the JBT rules committee which consists of Scott Nichols, Richard Black, Jim McGrath, and Capt. Craig Murphy, whose decisions are final.
14. Weather: There is no weather committee. Boats fishing the JBT will fish at their own risk.
15. Entry Forms: Every prospective angler in this JBT must submit a fully completed entry form together with all required fees to be considered for acceptance and registration in the tournament. JBT officials reserve the right to refuse entry to any prospective angler, with or without cause, in their sole discression. The JBT shall return all entry fees tendered by any prospective angler whose entry is refused. Entry fees paid after 12/20/08 must be in the form of cash, cashiers check, or credit cards.
16. Observers: A list of boats requiring observers will be read on the JBT radio at 6:15AM each morning. Those boats required to carry an observer may pick up their observer from the Castaways Marina or Sailfish Marina at 6:30AM. The list of boats requiring an observer will be reread on the radio periodically till all observers have been picked up. Each boat must confirm Observer on board to the JBT radio committee via radio channel 82. In consideration for the JBT’s acceptance of his or her entry, each registered angler specifically agrees and consents to carry an observer on his or her boat at the request of the JBT officials at any time. Refusal or failure to carry an observer at the request of JBT officials will result in the disqualification from the tournament and forfeiture of all prizes for all registered anglers on the boat. Observers may protest the same as registered anglers as provided in Rule 13.
17. Polygraphs: In consideration for the JBT’s acceptance of his or her entry, each registered angler specifically agrees and consents to voluntarily submit to a polygraph examination or examinations, to be conducted by a polygraph examiner selected by the JBT, at any time until all prize winners and awards are determined and announced. Further, each registered angler agrees to obtain the agreement and consent of each and every occupant of the boat from which he or she fishes during the tournament (including but not limited to the captain and crew) to submit to a polygraph examination or examinations as described above. The method and conduct of all polygraph examinations, and the interpretation of the results thereof, shall be in the sole judgment of the polygraph examiner appointed by the JBT, whose opinion shall be final. If any registered angler or occupant of a vessel refuses to submit a to a polygraph examination, or if any registered anger or occupant gives a response which, in the sole opinion of the polygraph examiner, is untruthful, then all registered anglers on the boat shall be immediately disqualified without further notice from the JBT. Any registered angler so disqualified shall not be entitled to any prize, award, or entry fee refund.
18. Hold Harmless: All registered anglers and non-registered occupants of their boats enter and participate in this JBT voluntarily and at their own risk. In consideration for the JBT’s acceptance of his or her entry, each registered angler, for his or her heirs, executors, and administrators, agrees to release, holds harmless and indemnify the JBT, its officers, managers, directors, agents, polygraph examiners, honorary chairman, sponsors, donors, the city and county where the event is held, and all other persons connected directly or indirectly with the operation of the tournament, from and against any and all liabilities, claims, actions, damages, costs, fees or expenses which he or she may have against any above described party, or which his or her captains, crew members, family members, companions or non-registered occupants of their boat may have, arising out of or in anyway connected with his or her participation in this JBT, including any injury or death suffered by any registered angler, boat captains, crew members, family members, companions or other occupants of any boat, and including and damage to vessels and equipment, which occurs during or in conjunction with the event. Each registered angler understands and agrees that this release specifically includes and waives any claims based on libel, slander, negligence, action or inaction of any above-named party. Each registered angler further understands and agrees that this release specifically includes and waives any claims arising from the JBT’s use of any photographs, from the placement of an observer on any boat as described in rule 16 above and from the JBT’s administration of or interpretation of any polygraph as described in rule 17 above.
B. BILLFISHING RULES
19. Releasing Billfish: The JBT is an all release biillfish tournament! Any billfish not released in the JBT will not count toward points in the JBT. There is no advantage in this JBT to boat a billfish regardless of how big the fish may be. A billfish shall be considered a “release” only when the leader or swivel attaching the fishing line to the leader touches the rod or the mate or another angler touches the leader. No billfish will be weighed at the weigh station.
20. Reporting Billfish: The JBT radio committee must be notified on the radio immediately after a registered angler releases a billfish except during the last 15 minutes of each day, during which time all fish must be reported upon being hooked. All reports must include the assigned boat number live or dead bait catch, and the angler letter. No billfish shall be eligible, without exception, unless the JBT radio committee has acknowledged the information provided over the radio and given a conformation number to the angler. Boats which cannot make radio contact with the JBT radio committee for any reason should contact another boat for a relay or committee cell phone which will be provided on the catch sheet.
21. Scoring Billfish: Registered anglers will receive 100 points for an eligible billfish released on live bait and 200 points for an eligible billfish released on dead bait. Each boat will be provided with release cards which must be completely filled out, signed by the entire crew and anglers aboard the boat, as well as the observer when on board, and delivered to either weigh station by boat only each day for releases to count. The species of billfish, live or dead bait catch, time of release, confirmation number, boat number, angler name and letter are mandatory on the card. Awards will be scored on the most points accumulated by a registered angler. In the event of an exact tie, the registered angler accumulating the most points first will be the winner. Boats must either have all dead bait or live bait in the water at any time for any release to be qualified.
C. FUNFISH RULES
22. Reporting Funfish: Funfish do not need to be reported.
23. Scoring Funfish: Prizes will be awarded for the heaviest combined total weight of each of the three species (kingfish, dolphin, & wahoo) over the two day tournament. A ten pound minimum weight will be in effect for all eligible species. No more than three (3) eligible funfish species may be weighed per boat per day. All funfish must be brought to the weigh station by boat only each day. In the event of an exact tie, the first fish weighed will be the winner.
D. TOURNAMENT CATEGORIES
24. $5,000.00 cash and any additional prizes will be awarded to the person or entity that paid the entry fee from the winning boat, unless that said person, signs a release designating another individual or entity receive the cash or prizes. The winning boat will be determined by the combined total billfish points accumulated by all registered anglers on each competing boat throughout the JBT.
25. The JBT is offering seven additional categories for registered anglers in the JBT. All JBT rules apply, and the scoring in each of the three categories will be in accordance with the applicable JBT rules for billfish and funfish. Fees to enter these categories are on a per-boat basis and are in addition to angler entry fees. Participating boats must register for the additional tournament categories of their choice at or before tournament registration. Entry fees paid after 12/20/08 must be in the form of cash, cashiers check or credit card. Fifteen (15%) of the gross entry fee in each category will be donated to marine conservation and local charities. The remaining eighty-five percent (85%) will be awarded and divided in each category as described in rules 25, 26, 27, 28, 29, and 30 below. Actual cash prize amounts of each category are dependent on the number of boats entering that category. All cash and prizes will be paid to the individual or entity that paid the entry fee from the winning boat, unless that said person signs a release designating another individual or entity receive the cash and or prizes for each category. Each prize winner must provide their Social Security number prior to the distribution of any tournament checks or prizes.
26. Heavy Hitters Challenge: Will target the same eligible billfish species as the JBT. The winning boat will be determined by the combination of total billfish points accumulated by all registered anglers on each completing boat throughout the 2009 JBT. The entry fee is $5,000 per boat. The Awards for the Heavy Hitters Challenge is on a winner take all basis. Boats must be registered in the Jackpot Challenge and the Super Jackpot Challenge to be eligible for the Heavy Hitters Challenge.
27. Super Jackpot Challenge: Will target the same eligible billfish species as the JBT. The winning boat will be determined by the combined total billfish points accumulated by all registered anglers on each competing boat throughout the JBT. The entry fee is $2,000 per boat. Awards for the Jackpot Challenge will be distributed for first, second and third places on a fifty percent (50%), thirty percent (30%) and twenty percent (20%) basis. Boats must register in the Jackpot Challenge to be eligible for the Super Jackpot Challenge.
28. Jackpot Challenge: Will target the same eligible billfish species as the JBT. The winning boat will be determined by the combined total billfish points accumulated by all registered anglers on each competing boat throughout the JBT. The entry fee is $500 per boat. Awards for the Team Release Challenge will be distributed for first, second and third places on a fifty percent (50%), thirty percent (30%) and twenty percent (20%) basis.
29. Daily Boat Challenge: Will target the same eligible billfish species as the JBT. A daily boat winner will be declared each day of official tournament fishing. The winning boat will be determined by the combined total of billfish points accumulated by all registered anglers on each competing boat each day. Entry fee is $1,000 per boat. Awards for the daily winners will be distributed 70% for 1st Place and 30% for 2nd Place, evenly over each official tournament fishing day.
30. Winner-Take-All Challenge: Will target the same eligible billfish species as the JBT. The winning boat will be determined by the combined total billfish points accumulated by all registered anglers on each competing boat throughout the JBT. The entry fee is $500 per boat. Award for the Winner-Take-All Challenge is on a winner take all basis.
31. Funfish Challenge: The Funfish Challenge will seek the same eligible funfish as the JBT. The winner will be determined by the heaviest combination of funfish accumulated by all registered anglers on each competing boat. A ten pound minimum weight will be in effect for all eligible species (kingfish, dolphin, and wahoo). No more than three (3) eligible species may be weighed per boat per day. Entry fee is $300 per boat. Awards for the Funfish Challenge will be distributed for first, second and third places on a fifty percent (50%), thirty percent (30%) and twenty percent (20%) basis.
32. Jupiter Beach Resort & Spa Million Dollar Madness Category: The entry fee is $100 per boat to qualify as an eligible boat. The JBT Committee will tag five sailfish prior to the 2009 JBT. The tag numbers will be provided to all the boats at the Captain’s Meeting on 1/14/09. The first tournament eligible boat to return one of the five tournament tagged fish tags to the weigh station will qualify to choose one envelope from 200 on 1/16/09 at the awards banquet. One of the 200 envelopes will read “YOU WIN”. Winning envelope pays out $1,000,000.00 in a 40 year annuity paid in equal monthly installments. Participants, captains and observers are subject to polygraph testing. In the event that no tagged fish are released, all eligible boats will be put in a drawing for the opportunity to draw for the $1,000,000 envelope. (Must be present at drawing for opportunity to win.) Prize will be awarded to the person or entity that paid the entry fee for the boat, unless that said person, signs a release designating another individual or entity to receive the prize.
